Indeed. An individual person is smart and able to accept things more logically and rationally.
However, masses of people (even smart people) are prone to panic and hysteria and will be swayed by the majority instead of approaching things logically. I've heard that when a radio version of War of the Worlds was first aired in the US that their was mass hysteria in one city (I think it was New York) because people believed (from listening to others) that the city was actually being invaded, and an evacuation began.
But anyway - the original topic was who controls earth and I believe the question was asked whether it was the TA or the EPA.
Well, from my point of view, the EPA never controlled it, like Stargate Command they simply protect it.
