Since big users have massive up's a lot of which are from officers - i suggest a reduction in the amount of officers for big players. By big players say over 50 - 75 mil. This should help hinder their up and make sure they grow less faster, giving smaller users a SMALL chance,, but a chance nethertheless.
There will also be more officers available for people with under 50 or 75 mil armysizes - so will help them aswell.
Why suggest this? Because when peoples armysize gets from 50 mil to 100 mil or 100 mil to 198 mil what is a few mil uu to them? They will have a few mil uu in attack, defence, covert - everywhere. The point is the stats for getting into GnR points are going to double. Their incomes could increase siginificantly meaning they could through naq into MS meaning new players have potentially no chance of gaining ranks with their < 20k up.
