You're wasting naq on weapons... I made the same mistake in the beginning. Had 5000 troops and 5000 of every weapon. Kinda made sense in my head, but doesn't work that way ingame... LOL... Only noticed by accident one day that if I sold weapons off it *didn't* make my def action go down (because I still had as many of the best weapon as I had troops).
Soooo... It's not necessary to keep a stock of each - if you have staffs AND gate weapons your troops only use the gate weapons (provided of course there's as many of them as there are troops&mercs)
Having the "full set" just costs you way more in repairs not to mention useful cash being wasted...
Try to keep a ratio of only about 10% of your overall army trained as troops (advice I'm repeating from someone I respect very much) and enough of the best weapon you can afford for your troops+mercs.
At your stage of development:
Train everyone as miners. About every 10th turn train them as troops.
Train raw up with all your spare cash for a while
Go to page 2340 (and work backwards looking for viable targets), and practice picking up a bil here and there off inactive players. Players with 3999 turns are particularly likely to be inactive. Don't waste your AT for small amounts. There's plenty of 1b+ inactives down there (or were last time I was down there).
If you spy them, you will see if you've found one with uu. Practice raiding.
Practice for a while before you start on active players of similar strength to yourself... If someone politely asks you to stop farming them, try to respect them, but don't back down too fast if there's a bit of give and take, that's how you'll learn to defend yourself/fight back. (I *still* haven't completely got the hang of this. Had my a$$ kicked a few times

Don't leave uu, don't leave naq out. You can keep a relatively weak def and not worry too much about being farmed.
Be very careful farming anyone with a strong CO. You might find all your weapons mysteriously disappear.

If you see something that you *think* you maybe shouldn't poke, don't. It's called staying under the radar.

If you find yourself with excess AT and not so many viable targets to use it on, drop 2 x qty AT on the market for 2 x half mss.
Then once you have mss drop some at for naq/lifers/whatever to give yourself a quick boost. You only get 3mt/week so use them wisely. If you can, spend them in "multiples of 5" to maximise what you get out of the market. (e.g. at for naq - multiple of 5 - is one mt).
Build yourself a planet from time to time but don't overstretch yourself, they're pricey to defend. You'll spend a wad of cash on it and it'll get pinched. UP planets seem particularly in demand.
That's about all I can think of for now... I'm sure I've missed as much as I've remembered...
