Yes, I bought my mothership the day it came out, spent 2 billion naq on it (and got it up to rank #1 
) and it jumped my rank from the 800s to the 300s in a turn. I was pretty proud of that! (Although now my mothership is ranked in the 30s or so...).
My point is, motherships have the same impact on overall rank as do your other ranks (srike, defence and covert).
