out of covert capacity?

I was online earlier, and tried to spy on someone, and when I did, this message kept popping up:
"You do not have any more capacity for covert operations"

Can someone tell me what this means, and is there a way to fix it so I can keep playing?

You have spied on people to much, i think you get 3 bck each turn, you get a maximum of 50
