This is a account that is forming up to be a sniper account. You will notice the extremely high assault enhancement, coupled with high Cosmic Expantion Rate enhancements. This allows him to pack a punch and be able to afford the loses. You will also notice he has next to no defense when compared to his strike. He does not try to live off his income. He is building this account to live off others income. This stratagy also gives the victim no chance to retaliate. If they are really good they use all untrainable planets and then untrain them afterwards so there is nothing to kill. Weapons are so cheap that they matter little now.
Some other points to note is they generally keep a low NMEC so they remain undeascendable. They can use their strikes to farm enough DMU to completely fill all there LF/LFR in 1 hit.
While normally growing accounts attempt to grow evenly or perportonally, these account go straight att. This allows them to out pace everyone else as the LF cost to inprove only ATT and CER are far less then trying to improve them all. Since Ascended attacks are useless against them they do not build any of those stats.
It is a viable tactic, Jason has made sure these accounts are well protected. He has also given them means to destroy any account in the game. What he has chosen not to do is to allow anyone to defend these accounts.
Personally I feel he has cheaped the game drasticly, but its his game so meh.
