Anticovert ranking

I'm not sure if this is a bug or something that is supposed to happen, so I posted here for explanation.

If I have a anticovert of:
19,172,375,861 Ranked 3,912

And someone else has a anticovert of:

AntiCovert Action 0 Ranked 1,195 (I've seen things like this in the selling accounts section a lot), how am I supposed to raise my covert rank?

The rank "should" change at a turn change. Check to see their anti covert rank now.

If still the same remember that anti covert and covert are ranked together as a whole
