Running an improvement program? Some advice...

If you are collecting naq/UU resources and have a pot holder or several, and one or more of them decide to take your alliances resources and deny they ever had a handout from your alliance, it might be a good idea to get them to sign some kind of contract to say they received the resources beforehand.

Such as a lottery syndicate would do.

Perhaps it may be a good service for the black market for someone to buy the debt off an alliance, at say 50 percent and mass the player/players in question until said debt was paid up. Could be a lucrative business. Well worth thinking about.

Cos I mention the market in it? It wasnt the original point of the message. The point is, dont give resources out to people you think you trust cos anyone can stab you in the back.

Honestly if someone is going to "take the money and run" do you think some contract would make a difference?

Your end options are the same:
make a post in the forums
mass them until you feel the resources have been returned
forget about it and move on

or any combination of the above.

I think a better option is not allowing new members into growth programs until they have shown some dedication to the alliance or allowing a use of such programs at reduced rate until they have.
