The cause is when someone brokers for your 3rd broker. And before they leave the broker screen, they hit the refresh button. If they have the resources available, they will automatically create another broker, causing the person they broker with to have another broker. I have not tested this to see how far it goes, but I believe it could almost be limitless if you have enough resources.
