But everytime I try it, the trade broker tells me this:

"You fold to pressure from the galactic council in not providing this galaxy any more units since it has amassed so many that the galactic council considers it a threat to all galactic life to assist it to grow more. The maximum the council allows before stopping direct giving or trading of units is 120,547,945"

I ain't giving this galaxy a single turd from my hard earned shyt. I don't even have 120,547,945 UU to give to myself.
What the hell is this talking about? This needs to be rewritten in an understandable language. It makes absolutely no sense whatsoever currently and its chappin' me hide.

I asked a few players. Their answer was that the player I was trying to deal with deals too much units (if so what a lame cap), or their army sizes are too big to deal any units (they both had an average of 20-30 million)

I get the same message on each player.

Then it was suggested that MY army size is to big or maybe I deal too many units! I have an army size of 8 mill and the last time I used the private trade broker was a month and a half ago to trade 3 mill units.

So WTH?

(note: if you total population size is greater than 241,643,836 disease will surely strike your lands. Above 181,232,877 and raiding is no longer possible. Above 120,821,918 and trading/buying units no longer possible. Pergatory is not accessible above 60,410,959)

If you're getting this message when trying to send to someone who would go over the 120mil army size mark, then the broker won't let you, which is right - if you're getting this message when trying to send to someone a lot lower, then its a bug

I wasn't sure if those army sizes applied to the people he was trying to trade with or the people giving the advice - so I erred on the side of caution
