Seige Option during War
When one declares war on another, a seige option (corresponding with seige technology and possibly with owning a mothership) will be available. It will allow the user to attack the enemy for a number of attack turns (more than the usual 15) damaging say their defensive structure and ground troops (attacking and defending). Or some variation of the above.

A slightly different take on the idea:
You declare a seige like you declare war. You then decide that for a certain period of time determined by the player, say two days. You will constantly attack a single person, everytime you reach a certain number of turns.
So say player A lays seige to player B for two days every fifteen turns...
Then for two days, every fifteenth turn generated will trigger an attack against the target.
Naq produced during this period can either be automatically funneled into repairs, or set to automatic banking.

You could make it affect the other player in a 'Sabbing' sort of way, except that siege degrades the number of enemy defensive troops (and not weapons) by small amounts.
If implemented, I think it should only be for people with motherships, just to make that 450mil I spent do a bit more.
I'd still prefer the 'Mothership Mega Weapon' idea to this though.

i think auutomatic things should be kept to a minimal
true...i can see multiple players using this as a way to continually farm/keep a player's rank low. they need a way to break the seige otherwise it could be abused (i.e. whole alliance seiging a player with no way of breaking it)

Okay to answer all your questions...
A: the longer you lay seige to another player the less effective it becomes.
i.e. you take less naq, and more damage for each hour that you spend laying seige. While the defender takes less damage and keeps more naq.
On the plus side for the defender, because they are technically surrounded by the enemy, no new enemies may attack. And they get a boost to covert, while the besieger suffers a weaker covert ability.
Yeah, the auto bank was a bad idea, scratch it. If you can't take the time to bank, oh well.
But one of the drawbacks is that you automatically use naq to repair, reducing the amount you make. As repair costs mount it will be less and less efficient to lay seige.
