Because a war is fighting, and killing. Whoever believes that it's possible to win a war with little to no casualties is a fool.
maybe i worded it wrong... i didnt mean that it is an option to win a war completely, but it can be used wisely to great effect.

From what I know this guy made the original 13th ammendment to the constitution of america with one phycolocal blow he became powerfull because he traded the rights of americans to wage war with other countries to the british in return for the british attacking his rear pushing the south on toward the north where they were loosing to victory in the meantime this exploring redcoat force was also disbanded many men died sad but phycolologicaly he extended the time of battle long enough to wear out his men and the enemy knew it but when pressed the chargrined and impresivly such determination got him the office and not a war win but a constitutional ratification that was never repealed. Such is life.
