can't you build in a small segment, on this forum that requires a key?

and the members in there, can vote weather to let a new member in yes or no.
this would mean that when we are getting a suspision he or she is a double we can decline here request to enter that room.

needing a 2/3 amount off members to let someone enter. then we can easally let you mod's know who you can send a key.

the key part chould stay in the hands off the mods off the mods off the restricted area, so it can't be passed on that easally.
