not necessarily fleets but is with everything else like charisma.

Nebulator has a base fleet production of 410.. He should be way ahead in planets but due to some unforseen difficulties, he has lost a few thousand.

omg, i hope those difficulties don't continue and spread to others. Such a shame things happen like lossing planets......
