What does happiness do? Happiness affects: attack, defence, income and unit production. Your military is quite well trained, and strong of will, so they are only affected half as much. Your unit production is a longer term aspect of the realm, so is also affected half as much by current happiness ranking (it takes a while for the publication of 'the happiest places in the quantumverse' to be written, published and distributed then read). Income - being a daily activity of your populations - is fully affected. Your mothership, covert and anti-covert networks are unaffected, being too concerned with external realms or away from the daily living on your worlds.
The happiness effect is measured by your 'happiness multiplier' visible on your base page. It can range from 0.4 for realms not in the top 1000 happiest places, to 1.99 for the happiest place in the quantumverse. The top 100 get a positive multiplier, the 100 to 1000 rank an increasingly negative multiplier. If you are below that, your population is simply miserable -but equally miserable.

btw are AC levels still stronger than spy lvls? Ie AC lvl 20 with same amount of ACs and spies brings u same power as spy lvl 22

there are a few ways to get a few extra units quickly -- most are 'minor' unit additions, but at the start can appear bigger being relative to a small number...

and there are others with more units than he

If you would like a larger army to here are a few was to get it.

1) Buy Mercs
2) Use your weekly bonus for UU. (best if you have 1.99 mult)
3) Support the Site with $$.

I will let you decided which method I used.
