namelesshero is in perg with over 38 million armysize. Surely this is somehow taking advantage of a bug?

No,
I think you can enter at 27 i think now but dotn have to leave untill 40 i think now

If I'm not mistaken he's in the Freedom to Farm alliance, so I think you are free to farm him and take it down a bit
