Don't think Esker was ever really rank 1, or if so, it wasn't for any memorable amount of time.

I seem to recall that the first few months in the game, No.1 was dominated by ELUSIVE or Silent Todd, then after them it was Juan or STI - those 4 are probably the Top 4 No.1 holders.
