Actually as far i remember in my 3 years playing this game a leader has never until now been able to have a Commander ingame before now.

I guess you have a bad memory then, it wasnt so long ago, Admin put in an update saying Alliance leaders cant have commanders , so Alliance leaders couldnt benefit from extreemly powerful growth circle's which meant they usually used a newb account for controlling ingame stuff such as letting people in, and kept their own account in a circle.
