Well the account itself (1937071) is very new, so I doubt it has a new owner since being created.

Well the closest thing I can find to Penagall on the forums is a post by someone named Penegal.

As you can see he is named Mr GoodKat, but in the Admin post below it the quote shows his original name.

No, I've seen him ingame in the past. Of course I've seen him on the forums before, but his ingame... dunno for market or for scanning the ranks for potential raids, but I've seen him a couple of months back...
