They have to be an allainces that atleast has strong members so that we can actually have a chance at massing other weaker allainces.

You want to be in that section, really.

I rate EoE as one of the smaller, better up-and-coming alliances. Although, as far as I know, they don't just go to war with other people for the sake of it.
