well based on that you only need like 1/10 of someones covert action to actually spy them and the top planet counts are somewhere over 7 bill.....

Assuming he doesn't have something like level 1 covert... I imagine it'd be in the hundreds of trillions of covert power.. Thus rank 1(or very close to it).. meaning well over 10% of everyone's covert.

It would be more of a problem for assassins. (I am assuming the same limit would exist for sending them). Right now it isn't a problem, but down the road it could be, especially if the 2 bil cap were to change abit again.

the point remains that if someone needs or doesnt need over 2.4bill covert/assassins if they want to use it they should be able to which is why this is a bug...
