well, I'm bumping this for two reasons...

1) Its my Idea so obviously I think its good (or I wouldn't have suggested it)

2) It does not hurt anything in the game


before anyone says anything, no it does not add much to the game, but neither does the message alliance tab in the alliance management page, so whats the difference?
A large difference, as you have the option to do both now, but you just want to change one of them to suit your needs because your to busy to click the right button.

I know plenty of people (myself included) that constantly click send instead of send to all officers just out of force of habit
I do to, but its still human error, not the games fault.

Personally, I'd like to see it moved as well, but I also think there are plenty of more important improvements in need of doing first. As it stands you have the ability, if you just use it correctly.

I vote a yes on it.
