Yes but.....if you read more the by product is recycled and used as fuel again, also a zpm eventually runs out of power. This they believe creates more power then requires to power it. Dvice.com also talks about this.

of course, to understand carterisms one needs to have a PhD in a 5 fields at least, but luckilly there's some sentences for "normal" ppl:
invention of a solid fuel that uses conventional chemical reactions to generate the catalyst and atomic hydrogen at high reactant densities that in turn controllably achieves very high power densities. The energy gain is well above that required to regenerate the solid fuel
this one sentence basically discredits all the carterisms and the entire idea. as we, normal ppl, say: utter bull.
