I have recently noticed that i have a new technology called ascended blessing. What does it do?

It will double your attack or defense when attacked on occasion. The more times you ascend, the more frequently you receive ascended blessings.

every ascension that gives you another tech upgrades adds 5% to the chance of receiving an ascended blessing. So at LG+1 u have a 25% chance of receiving an ascended blessing. That means u can get 10 in a row or you could get 50 without.

True, an increased likelihood of receiving an ascended blessing does not imply you will see them occur more often, however, the probability of receiving one is much much higher and so, on average, you will see them alot more frequently.
