Before I go into detail, firstly Id just like to make sure anyone who reads this thread understands the following statement as I do:
" Max officer UP bonus is 50% of your natural UP, per officer."
My understanding of this, is that if Commander Y has a Raw(Natural) UP of 999,999. Each of His officers, Officer A, B, etc, all Have UPs of 600,000. This includes 120,000 raw up, and 480,000 from planets. Is my understanding correct, when I suggest that Commander Y should now have a Total UP (only including Raw, and UP from officers) of 5,999,989. Or there abouts, give or take a few untrained.
If so, then the officer UP is bugged.(Im not sure on what condition it bugs on but can I just get a clarification on this before I go into futher details, many thanks in advance.

If he could afford the 800tril naq to buy 1 million natural UP, and had officers with 600k total UP, they would each only contribute 500k to their commander's UP.
1m + 2 * 500k = 2m.
1m + 2 * 500k = 2m.

The amount of bonus UP a commander receives from each officer had not changed. A commander receives (as a %), half of what he/she sets as their income percent.
i.e. A commander who sets their income at 30% (to officers), would receive 15% of their officers total (pre-officer) UP as a bonus to their total UP, no matter what the make up, planets or raw.
In your example, each officers would contribute 90,000 UP to their commanders UP (600,000 * 0.15). Assuming the commander is giving 30% of their income to their officers.
The only time this comes into effect:

Is when an officers contribution to your UP exceeds double what your raw UP currently is. e.g. An officer contributing 70k to your total, while you only have 100k raw.
In that case, then the officers contribution to your UP would be capped at 50% of your raw UP (i.e. 50,000 contributed to your total, while your officers UP is 466,667 [466,667 * 0.15 = 70,000]).
