1. its recomended 15% of the planet defence.
2. not a clue this day.
3. youcan mass some1 with half of his defence, but at great lost, i recomend something in the range of 150 to 200% his defence.

u cant mass a planet defence unless u have 15% of its defence in fleets (it wont let u attack if u have less than 15%)
but the closer your fleet streangth is to the planets def, the less the repair costs will be.
