i have now noticed that it has come to appearance that this player has come across over 2 trill on 2 separate occasions without loosing units or having the capability of producing it himself and suggest that this account be looked at as a multi account

They can the same name in ascended since it is a different game server.
It would be a multi if eg. Ernest Littlefield on main
and Ernest Littlepaddock on main
Also it would be helpful to say what server he had over 2trill in because there is a difference in the two servers.
