Perg was set up to help smaller/newer players have a place to grow. Today it is not uncommon to see players with an attack of over 1tr, a def of over 1tr and an army size way above the entry cap. In effect it no longer acts as an area of protection for smaller accounts as many of these accounts could be considered strong even in the normal realm.
My idea would be to allow players into perg at upto the current size limit, but if you pass this size while in perg then your account is no longer allowed to enter the perg realm at any time in the future. This emilinates the players who pop out, ship 20m UU to a friend and then go back in to continue to grow uninterupted, until one day coming out to get tens of millions of UU back. It also stops players selling UU and strengthening already strong accounts in order to go back into perg to continue to hit the smaller accounts.
The current max entry into perg is about 37m. If your account had grown over this size at any point I think it is unreasonable to say they are a new player.
I would also not allow in any LG accounts as they also cannot be thought of as new players.
Give perg back to the smaller accounts, allow them to learn the game there and enjoy fighting players of a similar size.

Well my biggest problem is say i gut my account and sell it to a n00b, he can never purg.

Maybe another option would be to tie-in unit production. You need to be under 37m army size and have a total UP under 100K (and I would even say that is a bit high for a noob so maybe that figure should be lower).
Players who have not been in perg have no idea of just how strong some of these players are. How huge some of their planets are. Producing over a million units per day (total UP). In perg which is supposed to be for new players, they are just hiding in order to protect their planets.
The origional point of perg has been corrupted. A lot of these players could easily survive in norm but they couldn't attack/raid for the same level of naq/UU. This was fine when they only had a tiny number of ATs, but now a player can get a lot of personal use ATs on the market he actually has no disadvantage over a player in norm in this regard and actually has a huge advantage in being much more safe.
Let us give Perg back to the new players so they have a safer place to learn the game.

Mate, purg was a poorly thought out idea to begin with. It was corrupted the first day it came into existance. It much like planets, it should simply be removed from the game as a whole. JMO

Think about it this way, they acn get 2k, maybe 2.5k ATs a week. A good raider can spend 8K ATs a day. People in perg are definately losing out, leave there accounts in there to stagnate.

It was a poorly thought out idea that is for sure.
And in terms of being stuck for turns, remember that it is not unusual to find guys with very low defences and over 1m UU out, at times I found guys with over 3m out so that definitely balances out the lack of ATs, as well as the fact that players have far more naq out than in main.
Add in the fact that some of the players have huge planets to propell phenomenal growth that they would lose in main.
I suppose my point, in the end, is to say that perg contains some huge, huge players that are corrupting the reason for it's existance and this needs to be changed.
