Holding more than 10k AT's

I've seen at someone holding more than 15k AT's. Since when is this possible or is it somekind of abuse or just finding hole in the system? Is this against the rules or anyone can do it (if you know how )?

Buying ATs on ingame cash market allows you to hold more than 10k.

If you have 9,999 regular ATs you can buy a $50 of ATs which is 40k.
If you have 10k it doesn't allow you to buy any due to being at the max.

However (this is not confirmed) you may be able to hold more due to being able to get non-transferrable ATs on Market.

What about if you waited till just before market reset, could you buy 50$ worth before and after market reset?

Buying ATs for $ doesn't have anything to do with market reset.

If you bought 40k ATs before market reset, then after market reset you'd still have those 40k ATs therefore the cash market won't allow it.
