Question about creating an alliance

I've been searching and asking around, but I can't seem to find out the answer to my question of how do I create an alliance. I have looked all over the game site, and the only thing that got me close to an answer was the list of alliances page, which said this is where you can create a new alliance. I haven't been able to find a button, link or anything else to point me in the right direction. Are there some requirements I do not meet? Can someone point me in the right direction?

On your command page, scroll down and find the "list of alliances".

Hit that button and it will show you the "create alliance" button on the top left of that page.

There isn't a button on mine. And I am not waiting on a request, nor have I been given one.

How long have you had your account?

Some stuff makes you wait two weeks (ie PPT)

I've had it about a month.

Maybe it takes longer than that to create an alliance.
