what is the basis for size? i tried attacking accounts with similar number of planets as i have but it tells me that the enemy is too huge or small.

I'm having a very similar problem. I've checked out dozens of other realms, both near my ranking and far, and no matter what the power multiplier is (whether over 100, below 80, or anywhere in between), it always says that they are too distant to engage. I can not find anyone to attack, for this reason. Not a single one, will it allow me to attack. I've already reached the 2k AT limit, and I feel like the more time that goes by without me spending them, the more opportunity for growth is being wasted.
Can anyone offer some help, please?

So is that it? Is that what the "distance" is based entirely on?
Okay, I just checked...I found someone with almost exactly the same number of planets as myself, and it let me attack them. That still makes it quite a hassle to find people to attack, since there is no way to sort or rank people by number of planets controlled. You just have to scan through the lists by eye, until you find someone that you are even allowed to attack, and even then an attack may not be profitable enough to be worth it, let alone whether an attack even has any chance of success. Wow, so much easier to find targets on main...

You cant attack anyone 5x bigger or 5x smaller than you, anywhere in between that your fine. Its abit of a hassle at first but one you reach 100mill planets or so you should do fine. Its when you reach a few bill it starts getting anoying again

Why would it be bad to have more planets? It opens up a much better class of target.

There is a bug there...I am well over 3 bill planets and recently did some expeditions on a few accounts that deserved what they got! Im talking my 3 bill planets VS 480 and 260 (no not thousands or anything, literally four hundred and eighty and two hundred and sixty) and attacks and kills were successful so i have no idea how it works

I don't think there are anymore restrictions on personal attacks. Just DMU and the like.
