covert capacity

covert capacity

what is cover capacity. is it the number of times u can sab someone(50) and ho long does it take to increase it again once you have used them all up:
so confused

It is like turns.......every time u do a recon it costs 1 covert capacity, every sab u do it costs 3 covert capacity, easy as that :wink:
