Cant Conquer Planet

I'm having problems conquering a planet. I see a planet I want but it does not show on the drop down list of which you pick the planet you want to conquer. Also when I hit the conquer button it comes up with this saying: "Hm. You appear to be at the right house, but the wrong people answer the door..."

Whats going on here?

Does this mean that it has the 12hr PPT, could it be where the planet was conquered from someone or the person used his/her 3MT's to build a planet.

If it doesn't appear in the drop down list then that means the person either took it from someone else within 12hrs (or 24 not sure) or found it or built it within that same time.
