I would say Yes to everything - but perhaps not killing miners (mainly because I know there needs to be a compromise).

Increase power of sabotage: Seems to work just fine really. Up your covert level if it's not worth it
Get rid of the last MS update: Yes. To both tech removal and power reduction. MS Tech was supposed to help small/new players, but face it most of them never brought enough to make a difference because they are
Ascending. Just made the big guys biggers

Limit ATs: 
No. Raiding is the quickest way for people to grow, especially new players. Though I wouldn't be opposed to the various size limits being reduced somewhat (perg/buy/raid)
Your comment there about AT's is massively flawed!
It was the introduction of unlimited ATs and raiding that caused the massive growth in accounts and stopped this being a turn based strategy game. All it did was to allow the already rich and big accounts to be able to raid and buy unlimited turns at will, thus making their growth bigger in comparison to smaller accounts - it's exponential, the bigger you are, the easier it is to grow.
As has been stated many, many times now (there's lots of suggestion threads out there) - limiting AT would more than likely hinder the bigger accounts, while helping the smaller ones. Less AT means that people need to be more selective of their targets - so in the case of the bigger players (unless they're massing) they would probably set themselves a higher figure against which to farm. For the smaller players, because there is is less AT and more selective farming from the bigger players, it would tend to mean that their is more naq available as a whole, so they would be receiving more naq per hit than they do currently. Thus, larger player growth slowed, smaller player growth increased.
Additionally, because the bigger players would want more AT, they would be looking to buy more - but, because they are not guaranteed them on the market anymore, they would have to get them from other players. Thus smaller players could make a killing selling AT, at raised (but realistic - supply v demand) prices, to the bigger players.
There are also many other benefits, among them being no (or at least reduced) and it no longer being possible (or at least harder) for one person to mass a whole alliance. It would also mean that people would start 'playing' properly again, rather than just raiding all day long - which is mind-numbingly boring and requires no strategy whatsoever - but as I said, there are plenty of other threads out there where this has been discussed.
