When did PPT be limited to 2x a week? I used an MT so I could liquadate my resources and broker them. I ascended, and got the free ppt from that, and was planning on using another MT, but wasn't able to.

Not really.. it's 'always' (relatively) been the rule "2 times PPT, then ascend and get your 3rd PPT for the week".
