Me and at least one other person I know of can't build shields for our Motherships

Yeah about a week ago though, Winter Soldier ascended a day before me o_O

Not sure if this is it. . but

You buy MS Tech and fill your shields & volleys for G&R, then ascend. You lose the Tech on ascension, but do'nt lose the shields/volleys you brought.

This means you have too many built for your current slots. Say you have 30k natural, and 40k with bonus. While you have above 30k in either shields OR weapons, you can't buy more of Either. (Could apply to fleets too)

You either need to buy back MS tech to the level you previously had, or have someone mass it down.

Actually my weapons are over max to be honest o_O

It does for some reason. Doesn't matter how low your shields go, so long as your weapons are over, you can't buy Either.
