Thank you. Personally, making this into stalls in the grand marketplace wouldn't be too bad. It's be the same thing.

You buy a mothership.
You buy rings. (teleport people on)
You can sell things, but you have to buy capacity, like the MS weapons.
If someone attacks you, they can destroy goods after weapons, but before helping the ground troops.
Bank is eliminated with intergalactic taxes, the proceeds of which go the main market, and a maximum price set at the current market values at the time the price is set.
Using an independent market uses 1 turn, not a market turn, but an attack turn because you have to go to the other persons mothership, and this takes time. (Iffy, but could make a solid benefit to interacting with players rather than the main market.)

The main problem I see with that is that a mothership is required.

100 mil. Naq for a stall is enough. It prevents the noobs from affording one immediately and the higher players and medium players don't have to struggle with getting one.

No, that's too much. Markets aren't for the super-rich. We need a price that'll just keep the newbs out of there. We're not trying to limit it to the top ranks/rich people.
Also, limiting the range of values is bad. If someone sets it to 1uu for 1bil.Naq and someone decided to buy one uu, then that's what I would call Idiot Farming. That shouldn't happen, though, if there was a good search system for the stalls. (One would hope that would include a search for the current best value for anything.)

I've dealt with this already. If you want to hold any amount of materials, then you have to spend at least that much to enhance the capacity to that level; and, you have to destroy the market to withdraw anything from it. It's just not cost-effective to use it as a bank.
[edit] May I also add that, if we need to train anyone for the capacity, then they'll be untrained with the market's destruction at NO REFUND!

That can still be exploited, and a powerful player could get a huge return long term.
IE: I sell 20k UU and get 1 billion Naq.
I spend 1 bill Naq on the market.
I then bank up 1 billion, have someone buy it. They give it to me at a small broker fee.
So let's say I now have 800,000,000. I put that into my market, and can now hold almost 2 billion naq for a member of my alliance.
A max price can not be exploited.

OK, how did that begin? And "Broker fee?" Please explain. We need to correct as many flaws as possible.
[edit] The market is non-refundable. You can destroy it, but you don't get any money back.
