You can give your gifts out whenever you want. Just make sure the person is on PPT for a period of time, or just simply broker them and wish them a Merry Christmas.

Added, but I believe to send or receive a gift you would probably have to exit pergatory for a period of time. 98% of the players registered play in main, only a few are in Pergatory and so far 3/4th of them said they would come out then back in. Unless the person who picks you is in perg of course.
