Fleet/Planet Attacks
A minimum fleet strength of 15% of the planet defences is now needed to engage. Below that it is pure suicide, with no chance to succeed, and you cannot convince your pilots otherwise...
On a technical level, this also brings the cost of attacking closer to the cost of defences lost (although still favoring the attacker)

i think its 15% if they have planet defenses but 10% if ur attacking and they only have platforms.

it's 10% right now no matter who or what says otherwise.
if you go under 10% you get this error that it's a suicide mission etc.
however only if your fleet power is above 10% of the PLANET def itself, PLATFORMS DO NOT COUNT INTO THIS

planet def 1 bil
platform 1 bil
fleet power 120 mil
attack goes through and your fleets get erased

planet def 1 bil
platform 0 bil
fleet power 50 mil
you get the error message
