i'd suggest an early toyota. possibly a corolla? i mean it doesnt have all THAT much power but toyota's are generally very reliable, theres a bucket of aftermarket parts for it if you want to get a little more grunt, and ofc being a corolla theyre a small to mid size car which would be ok on fuel consumption if you keep it well serviced.

90s Mercedes C-Class
Mercedes can live beyond 500k kms, but they consume alot. They get some nice power to back though.
I think Corolla is cheaper in costs/maintain, but I think Mercedes is better for rest.
Easily bought in 5-15k range.

[spoiler]well if youre making 'additions' to it, i guess a good corolla could come for 6-10k then you can use the excess 5-9k to give it a bit of a tune. not in a need for speed underground street racer kind of way, i mean simple things like a new pod air filter, maybe a little work on the exhaust. and again i dont mean NFSU way...... from an engineering standpoint, airflow is made easier, thus the horsepower increased, and if you strip out some unnecessary items from the cabin then youre decreasing weight and thus fuel consumption, and improving accelleration and possibly top speed. so a corolla really isnt a bad choice, considering there really isnt too much available.....
unless you start looking at things like small japanese imports which really wont be too expensive but if you have to import it rather than buy 2nd hand it could be pricey.... i mean a good nissan skyline isnt too expensive over here but i dont know the american market. sedan so you can take a few mates out, good power, the choice of auto or manual....... i mean it'd be heavier thus worse on fuel and the repair costs wouldnt be as low as a corolla...... i mean down to a general service, a corolla only has 4 cylinders whereas a skyline will have 6. so looking at a service theres 2 more sets of spark plugs to maintain, the manifold will be that much more complex, and ofc capacity and eficiency of the corolla would be better off in the long run.
Toyota's quality management is well renowned not just by consumers, but in the engineering trade communities. they seriously are fantastic in that way.
sorry if it seems like a fanboy-ism here, i just know them as a good car

With a Mercedes you have style, coolness and don't need any sort of tuning of any sort to look cool
I would say it has only pros on all kind of things your mind can think of...excepted cost of fuel.

S2000 would be way to expensive, unless the engine is screwed 
Although I do agree on Hondas, Very reliable cars with great power for thier engine size/fuel economy. You can pick up a decent honda Integra (1.8L engine) for 10-15k (Aus) not sure what that is to you. My mate has a 2000 model and that thing is quick
beat my car (3.8L V6) to 60km/h in a flash. which is really all you need to beat people off the lights (which I am assuming you want to) Also they can be done up pretty nice and have good sound with the right system.
