As for Lord Harakash Maha Vishnu, the different color text he is using shows he is speaking as his character and doing some Role Playing. It means the people in his realm, or his armies. That and probably alliance mates and such.
As for your issues with rank, first off even out your stat ranks. It is the fastest way to increase your rank. Also, raid, buy, steal, beg, borrow, do what ever it takes to get more UU in your realm. Growth is the key to everything. Get your UP up, and get officers to help your up, get planets, get UU any way you can.
Raiding is a good way, raid UU, then sell the UU for Naq, then buy AT, then raid more UU. You should be able to profit greatly even if your a new raider.
