Ascending - buy/raid cap question

I have a question on ascending when over the buy cap and raid cap.

When you ascend everyone sets the usual brokers for UU and Naq so they can be rejected when you ascend.

Ive just thought id carry on with my ascensions, but want to know if im still able to set the broker for UU and it still allowed to be rejected.

I will have 210mill UU that will need to go into brokers.

Being more specific:

My army size will be around 315mill. I will have 100mill lifers. I will need to set up brokers for around 210mill UU.

So after I set brokers my army drops to 100mill. Above 210,342,466 trading/buying units is no longer possible. If the brokers are declined will I still receive all 210mill UU or will it not allow me to do this, and can I only get 110mill out of the 210mill?
