Every 30 minutes you will get 1 (Normal) or 3 (Quantum) additional attack turns.

I have a question.

Though I dont know why anyone would want to (for an extended period of time), is there a limit to the number of attack turns you can save up?

there is no limit as far as we can tell...

there are people with over a thousand attack turns though...

Well...could be a bug, and by the looks of it, I think it might be one that's happening right now. Apparently people are missing 1 from every 3 turns.
So, that might be why it might not be working right.

Ok, My timer is stuck on 0mins for both attack turns and Naquadah. Is this just a glitch and will it come back because I currently can't do anything?

The huge number of attack turns are normaly due to 1 of 3 things:-
1. the user dosnt know how to attack
2. the user is too afraid or unwilling to attack
3. its an account that has been abbandoned.
if you think its the latter then its a good target as theres no retaliation to worry about.
