Well admin did what Semper suggested (1hr ppt after login, before login not hitable).
So I don't see what cold have been done instead...
If PPTs didn't come out game would still be boring and the "I am disappointed topic" would be at its 5th or 6th page by now!
Yes it's unfair for those who missed them, BUT it's not like farmfest where you grow crazyly in a single hour, there you have to be careful. Furthermore, when all PPTs were not ended, we hit each others for crappy amounts, even my rank 2 def at this time was hit for 2.5k naq (about 1.5turns worth of naq). So let's compare the horrible beginning, with now. Now > before.

I think the point is that new accounts still have the 48 hours, and not the 1 hour (with extension option).
