I can not post on a thread cause it's says it's locked, and I always see new posts although I can not post on it, is this because I'm banned from the thread, or is it a bug?

Anouncements appear in every forum. But you cannot post in announcements section itself.
Thus you have to click anywhere else and look up into the list of 'pinned' topics. Click through there and you can reply.
