If it worked, it'd be a great way to do it. But people would be able to recognize their own work then tell their friends to vote for it.

its a brilliant idea, but people would want to know who they are voting for, say i fill my application with loads of rubbish and it sounds good, people might vote for me and then i could be rubbish, i'd like to know the personality of the person? and if all of this worked people would complain afterwards and claim it was still somehow fixed!

you could make it anonymous, although that'd hard to accomplish
1st step: all nominees (must be self-nominated) would submit an app with their reasons for why they should be picked, etc. via PM to the admins
2nd step: the admins reword everything in each app so that its not able to be traced back to the individual submitting through speeach and such
3rd step: admins post each nominees application, and allow community to vote
granted this probobly wouldn't work, but maybe someone has a way to help this idea along?

Supersaiyan your idea is good just not for these forums. Imagine somone would write an application but doesnt get enough votes. He/she will probly claim the application was rewritten or false. In my eyes its a too risky road to walk.

1. A man who investigates complaints and mediates fair settlements, especially between aggrieved parties such as consumers or students and an institution or organization.

Assuming in this situation the Mods/Admins would be our 'government' regarding the forums by definition they should be the ones to appoint the Ombudsmen to act for them. The Ombudsmen has no power.. other than to make the citizen - ie the average forum user - think they're investigating their case and to mitigate any punishments. They are there to basically give a punished forum user a place to go have a moan, get their defence out in the open and then make a judgement to see if they're willing to help said user. If this is the case.. they will present the case to the mods and admins and try and persuade them that it was wrong.
The Ombudsman cannot demand or have anything changed at a whim. They're just a private investigator working to keep the admin's inbox's clean and tidy of complaints.
It requires favour and respect FROM the admins. it's an integral part of the role. The Ombudsman role is not meant to be the revolutionist that kicks the admins.. it's simply meant to be like a call centre for complaints.

best plan is you get a group of people who would like to be the understudy or wot ever get them to write soemthing up like a campain would do the a forum admin or mod or ombudsman post them up then the communaity votes for the best writen statement then they wont know who is who.
