This is just an idea because there are tons of threads that just sit there that actually dont need to be there so i was thinking that the user who started the topic should be able to do something to it when theres nothing else going on in the thread.
Whats your thought?

There's always the report post function. It can be used to report rule violations but also to report a request for closing the topic

having users able to use those powers is too easily abused, so is unlikely to happen...
Example:
player A starts a discussion supporting issue X. players B-Z strongly fight against issue X. player A closes topic and restarts it elsewhere, since discussion did not go where he wanted.

well if as you said the topic has basicly died thats one thing, but you must also understand and realise two things
1. History, often topics will pop up over and over if removed, they are left for searches, plus anyone posting in the thread loses post count if deleted.
2. Ownership, just because you start a thread doesnt mean you have sole ownership of it, often a thread can become a community event, and hence why some are not closed or deleted.
