Some one earlier (way too many posts to go back and find it now) mentioned something interesting about defensive power being spread out. I'd like to add to that idea.
If the defensive and offensive stats was connected to the total UU in a realm, that might help balance things out a bit. Say a defense and offense with a total power of 2b would be at full strength with ... 100k UU in the realm (I'm just throwing those numbers out there as an example- don't get caught up in the details, just think overall picture). If the UU continues to raise, but the defensive/offensive power doesn't, then the citizens (UU) are no longer as safe. So lets say you are attacked (and defeated) with a combined defense/offense of 2b and 500 UU in your realm. 400 of those UU are in the danger zone, able, but less likely than trained units, to be killed. Out of those 400 UU, depending on the attacking force, as many as 10% could be killed on each successfull attack. Once the balance is met again UU are no longer at risk.
Obviously, like I said before, the numbers in this example are abstracts; as someone else said, Forum knows all the details of this game and he would be best at determining the numbers and percents. But with a set-up like this, everyone would be forced to keep their UU, defense, and attack forces in balance, so there would no longer be players sitting around with 7mil UU and the same overall power they had with 1mil.
The covert lvls already have a balancer of sorts ready to be implemented; the spy killers in Quantum (assuming they work well there), so I left them out of the equation. But covert could just as easily be added to the mix.
For those arguing that nothing needs be done about the excessive UU in some realms, think about this. This game is supposed to be loosely based on the show. If, in the show, a Goa'uld attack had been successful, don't you think there would have been a ton of citizen fatalities? In fact, in other worlds there are plenty of citizen casualties when their defense is not able to defeat invaders. They try to keep as much realism as they can considering what the show is about. From what I've seen, Forum tries to honor the show's basic principals (well, except making the Tauri able to be defeated, but he had to do that for fairness). There definately needs to be something done to eliminate the excessive UU of those who have played long enough (or have good friends) to become untoucheable for all intents and purposes.
Now me, I've been working like crazy to build my UP to where its at, and the changes I'm talking about here would suck for me in another month or two, but I can see something needs to be done.
