The former is cowardice, whereas the latter is admirable. Combined with good planning and strategy, the latter can also be successful.
If a 7x ascended, large alliance player with large 350mil army masses me with no good reason, am I to believe that that player was too frightened to attack someone that was more of a challenge, instead? It isn't even a question of morality to me, as I couldn't care less about whether or not it's right. It's a question of how a player broadcasts themselves to the world, saying, loud and clear, that they would rather pick on someone that has no chance of hitting them back.
An unprovoked attack on a stronger opponent, however, isn't even received with the same energy. From what I could gather from personal experience and comments from others, such attacks are usually met with congratulations when successful, although that congratulations may be followed up with a retaliation - a risk that the initiator accepted!
