i remember years ago on my way to work i suddenly realized my watch had stopped and so i asked someone for the time and found out i was over half an hour late for work so i started running for the bus (which was 30 mins walk from my house) i shot round a corner and nearly knocked over an old man or woman, cant remember which), apologised to the person but before i could continue on a police car pulled up next to me and wanted to know who i was and why i was running like a crazy person. the policeman didn't even bother getting out of his car (i think that has something to do with the fact he was the only policeman in the car. there has to be a second witness or something like that...i think.), the point is...its supposed to be a free country and just because i am running it doesn't make me guilty of anything except breathing harder and getting tired.
that is called suspicious activity, he did not know why you were running, for the cop knew you had just robbed someone and were trying to get away

oh yes, because it is completely impossible to steal someones wallet and put it in your pocket...
maybe you strangled someone and were running away, who knows...that cop didn't
